What Is VAT (MwSt) in Germany?
Mehrwertsteuer (MwSt), officially called Umsatzsteuer (USt), is Germany's value-added tax on goods and services. As a self-employed person in Germany, you're generally required to charge VAT on your services and remit it to the tax office (Finanzamt).
German VAT Rates in 2026
- 19% standard rate – applies to most goods and services
- 7% reduced rate – applies to food, books, newspapers, public transport, cultural events
- 0% tax-exempt – certain medical, social, and educational services
Small Business Regulation (Kleinunternehmerregelung § 19 UStG)
If your revenue was under €22,000 in the previous year and is expected to stay under €50,000 in the current year, you can use the small business regulation:
- ✅ No VAT charged on invoices
- ✅ No VAT returns required
- ❌ No input tax deduction possible
Tip: Carefully evaluate whether the small business regulation is beneficial for you. If your business expenses are high (e.g., expensive equipment), the input tax deduction as a regular taxpayer may be more advantageous.
VAT Returns (Umsatzsteuervoranmeldung)
As a VAT-registered business, you must regularly file VAT returns with the Finanzamt:
- Monthly: if VAT liability exceeded €7,500 in the previous year
- Quarterly: if liability was between €1,000 and €7,500
- Annually: if liability was under €1,000
VAT returns must be filed by the 10th of the following month via ELSTER. With a permanent extension (Dauerfristverlängerung), you get one extra month.
Input Tax Deduction (Vorsteuerabzug)
As a regular taxpayer, you can reclaim the VAT paid on business purchases as input tax from the Finanzamt. Requirements:
- ✅ Proper invoice with VAT shown
- ✅ Business purpose for the expense
- ✅ All mandatory details per § 14 UStG on the invoice
Mandatory Invoice Details (§ 14 UStG)
- Full name and address of the supplier
- Full name and address of the recipient
- Tax number or VAT ID of the supplier
- Invoice date
- Sequential invoice number
- Quantity and type of goods/services
- Date of delivery/service
- Net amount, tax rate, and tax amount
- Gross amount
